The webinar addressed rebuilding back better post-COVID 19, considering safe speeds through enforcement, communications and road infrastructure. This webinar is a World Bank pre-event for the UN Global Road Safety week, targeting implementation of lower speeds. Participants were invited to join and discuss their experience with speed management activities under World Bank operations.

Speed is one of the most important road safety risk factors, contributing to a large proportion of road fatalities and serious injuries. COVID-19 pandemic has showed us that despite reduced traffic and thus exposure, road crashes still happen and, in some locations, even in a larger number. And this increase was mainly due to higher speeds on empty roads. Among others speed not only affects road safety but also several environmental and health outcomes, such as the level of traffic noise, air pollution through the level of exhaust emissions and fuel consumption, and greenhouse gas emissions.

Pablo F. World BankPablo Fajnzylber, Acting Vice President, Infrastructure, World Bank Pablo Fajnzylber is Director of Strategy and Operations for the Infrastructure Practice Group, covering Energy and Extractives, Transport, Digital Development and Infrastructure Finance, Public Private Partnerships and Guarantees. The World Bank’s active portfolio in these areas consists of more than 400 operations for a total value of USD 75 billion, focused on providing sustainable solutions to close infrastructure gaps in developing and emerging economies.Mr. Fajnzylber has over 25 years of experience in technical and leadership positions in international development. In previous assignments at the World Bank, he has been Manager for Economic Management and Country Programs at the Independent Evaluation Group, Manager for Poverty Reduction and Economic Management in the Africa Region, and Lead Economist for Brazil.

Etienne WHOEtienne Krug, Director, Department of the Social Determinants of Health, WHO — Dr. Krug is Director of the Department for Social Determinants of Health at the World Health Organization in Geneva, Switzerland. He leads global efforts to prevent violence and injuries, to address social determinants of health and promote healthy ageing. He oversees the development of intergovernmental resolutions and global reports, the implementation of multi-country development projects, and advocacy campaigns. He chairs the International Organizing Committee for World Conferences on Injury Prevention, the United Nations Road Safety Collaboration and co-chairs the Executive Committee of the Global Partnership to End Violence against Children. He is a member of the Editorial Board of several scientific journals. Before joining WHO, Dr Krug worked at the Centers for Disease Control and Prevention in Atlanta, USA, with Médecins sans Frontières and the United Nations High Commissioner for Refugees.

Blair GRSFBlair Turner, Senior Transport Specialist, World Bank — Dr. Blair Turner is an ETC with the Global Road Safety Facility (GRSF), and is a specialist in road safety. He has spent much of his 25 year career conducting research and developing policy on speed management. This includes evaluations of infrastructure solutions to support effective speed limits, contributions to international guides on this issue, and training and policy development across a number of countries. He also completed his PhD on this topic. In his previous role he led research at the Australian Road Research Board (ARRB) on road safety engineering issues, with a particular focus on speed management and implementing Safe System infrastructure solutions.

Judy GRSPJudy Fleiter, Global Manager, Global Road Safety Partnership — Dr. Judy Fleiter is the Global Manager with the Global Road Safety Partnership where she manages a Road Policing Capacity Building Program, a Road Safety Advocacy Grants Program, and together with Johns Hopkins University colleagues, co-hosts and delivers the Global Road Safety Leadership Course twice yearly. Fleiter contributes technical support to road safety initiatives in a large number of low and middle-income countries. She has a PhD in Psychology (Road User Behaviour) and worked in an Australian University-based road safety research centre for 15 years before joining GRSP in 2016, conducting behavioural-based research in speeding, speed management, and drink driving enforcement, focussing primarily on psychological and behaviour change principles to improve road safety.

Alina GRSFAlina Burlacu, Senior Transport Specialist & Program Manager, World Bank — Dr. Alina Burlacu is a Senior Transport Specialist with the World Bank Global Road Safety Facility, managing the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) program, which is spreading across 15 countries. Starting, 2017, she has been spearheading road safety work with a diverse portfolio of Asia-Pacific governments and has been managing a diverse team of road safety professionals, working at the nexus of numerous national, municipal, and local governments throughout Asia-Pacific.  Prior to joining the World Bank, Alina served as the Personal Advisor to the Prime Minister in the Romanian Government, leading the elaboration of the National Road Safety Strategy and Action Plan, but also the National Road Safety Law that enforced road safety audit and inspection in the country.

Ben WBBinyam Reja, Acting Global Director, Transport Global Practice, World Bank — Binyam Reja is the Global Practice Manager for Transport in the Infrastructure Vice Presidency. Mr. Reja oversees the Bank’s Transport Global Unit’s knowledge, flagship analytical studies, partnerships, and corporate mandates. He directs an extensive technical assistance program and analytical studies and leads a team of technical professionals and analyst in the delivery of the program. Before being selected to this position, Mr. Reja was the Regional Practice manager for China, Mongolia, and Central Asia where he oversaw a lending program totaling US$8 billion for China, Mongolia, and Central Asia covering all sub-sectors, including urban transport, BRT, metros, highways, railways, intermodal freight transportation and logistics.
